Contract Manager will perform contract management work for the Office of the Attorney General (OAG) Child Support Division (CSD) Case Processing Contracts section. Work involves overseeing the execution and administration of contracts for large scope or high dollar contracts by defining requirements and negotiating, awarding, developing, and monitoring contracts. May supervise the work of others and guidance to others. The OAG is a dynamic state agency with over 4,000 employees throughout the State of Texas. OAG employees enjoy excellent benefits(https://ers.texas.gov/Benefits-at-a-Glance) along with tremendous opportunities to do important work at a large,dynamic state agency making a positive difference in the lives of Texans.Oversees the daily operations and activities of managing and administering existing contracts by monitoring performance and contract budgets, processing contracts assignments, developing and tracking key metrics, developing and managing contract reports to the vendor and to management.Provides guidance to staff and the OAG-CSD community regarding contract administration, policies, and procedures; and resolves related issues and concerns.Resolves non-compliance issues, discrepancies, complaints, and disputes by investigating, negotiating settlement agreements, coordinating work sessions, terminating contracts, and other resolution strategies.Evaluates budget requests, monitors budget expenditures, and adjusts as necessary.Oversees and/or coordinates the development of contract related documents and reports to management.Oversees, and/ or assists with, the development of the scope of work, contract requirements, and conditions for new contracts; prepares contracts; leads negotiation strategies; and award new contracts.May oversee and/ or conduct on-site visits to vendors for compliance with contractual requirements Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.Manages day-to-day activities within a business function(s), division(s), or department(s).Investigates and oversees special studies or surveys to assess consumer and program outcomes for evaluation. Reviews and analyzes legislation related to procurement and contract management, including tracking legislative bills, and assisting with bill analysis.Provides guidance to internal and external stakeholders regarding contract administration, policies, and procedures.Negotiates contracts, contract renewals, and contract amendments.Identifies training needs and conducts training.Identifies areas of needed change and makes recommendations to improve operations.Plan, assign, and/or supervise the work of others; Manage and develop staff development plansPerforms related work as assignedMaintains relevant knowledge necessary to perform essential job functionsAttends work regularly in compliance with agreed-upon work scheduleEnsures security and confidentiality of sensitive and/or protected informationComplies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualifications: Education: Graduation from high school or equivalentEducation: Bachelorand#8217;s degree from an accredited four-year college or university; or experience in the following (or closely related) fields may be substituted for required education on a year-for-year basis: business administration, contract development, contract management, or government.Experience: Ten years of full-time experience working in the following (orclosely related) fields: business administration, contract development, contract management, or government.Knowledge of accounting principles and practices, contract management, developing and negotiating contracts, state procurement, and policies and procedures.Skill in using logic and reasoning to identify the strengths and weaknesses of alternativesolutions, conclusions, or approaches to problems.Skill in handling multiple tasks, prioritizing, and meeting deadlinesSkill in effective oral and written communicationSkill in exercising sound judgment and effective decision makingSkill in collaboration and problem solvingSkill in using a computer for word processing and data entry/retrievalAbility to evaluate contracts and recommend future status, evaluate fiscal data for reasonableness, necessity, and conformity with contract requirementsAbility to write and edit contract requirements and specifications; to negotiate features of a contract.Ability to receive and respond positively to constructive feedbackAbility to work cooperatively with others in a professional office environmentAbility to provide excellent customer serviceAbility to work in person at assigned OAG work location and , perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)Ability to arrange for personal transportation for business-related travelAbility to work more than 40 hours as needed and in compliance with the FLSAAbility to lift and relocate 30 lbs.Ability to travel (including overnight travel) up to 5%PREFERRED QUALIFICATIONSExperience: Child Support EnforcementExperience: Word, Excel, Visio and AccessTechnical writing experienceCertification: Certified Texas Contract Manager (CTCM); certification must be obtained within 12 months of employment with the OAGTo apply for a job with the OAG, electronic applications can be submitted through CAPPS Recruit.
